Pokémon Mystery Dungeon:Evolve Eevee on Red Rescue Team

First you fight with Legendary Birds:

and Groudon.

and then you go to the fugitive plot. After completing the main story mode the Luminous Cave will appears at the pond then you can save the world from Meteor with Rayquaza.

You need ribbon or evolution stone because Eevee is above than level 40. Evolution stones Entei (Fire), Suicune (Water), Raiku (Thunder) are available near the Legendary Dogs.

and Lunar and Solar ribbons are very rare. So Evolution stones are enough for all this purpose.
